I *think* you can paper with basic. I think it’s only Strict Breeding Advice that you unlock with the Premium Upgrade.

The papering Test is actually called “Breeding Inspection”. It should the testing button to the far right of all your other tests, either at the bottom of your barn page or on each horse’s Control Tab. (The button should show up both places). It should show up on any un-papered horse’s Control Tab. Remember you can Paper spayed or gelded horses for free.
