Need help with breeding ability with **** papered horses

Okay so before I make any more mistakes I have a mare who comes from ****star/gold parents.
The mare is only **.
Did I need to Max her? Did I need to boost her? I know she won't reach four star papers without being double boosted however when she reach 3 star papers?

She has one foal I just bred, however I'm probably deleting the foal so I'm able to edit her.

I was going to clone her. But I don't have premium so flushing her for more foals per month is something I'm going to have to wait for.
I don't make enough hbs to continue trading for premium every month or even for two straight months
