If you want to make a stallion available for public breeding, go to its control panel and there is a box where you can set a breeding fee. You can also make mares available for public breeding if they haven't had a foal this year.

If you are unsure about what the breeding price should be, it helps to do a search for other similar stallions already available for breeding and see what they cost.

For the C papered plain black foundation stud, I did a search for black foundation horses and sorted them by breeding price and paper level. If you want anyone to breed to your plain black foundation stud, the breeding price should be very low. The flashier foundation studs and the ones from Rank Special herd helpers are the ones that are worth a higher stud fee. For only 50 hbs you can breed to an exceptional B papered black brindle stallion, and for just 1 hb you can breed to a C papered Silver Black Tobiano stud. There is a Perfect Foundation C papered plain black foundation stud with a 10 hbs breeding fee and he has had 0 foals this year.
