    Upgrades and extra -> Upgrade with Game Money -> IV shopping (at the bottom) and then scroll down to the bottom of THAT page to get to the tack packs! This should be a short cut for you, just thought I should put up the steps:

    If you go to the Tack tab for any of your horses, you will find some standard tack available. The purchasable tack packs give you extra-fancy stuff. There are drop down boxes that allow you to choose particular items.

Golden Tokens have been renamed Diamond Tokens to prevent mixing them up with GMTs.

Double boosted over cap horses are now designated as ****Star or ****Gold, again to prevent further member confusion issues I have been seeing.
