Adding new threads on mobile, there should be a speech bubble to the top right corner of your screen. On mine it's halfway over the inbox button.

Adding new posts to a thread, scroll down to the bottom. On my mobile there is a text box already there, but on my laptop i have to press a button at the bottom to make a new post.
