Mare Papering Question

What does it mean if a mare fails the papering test?

i'm just confused because all of her foals have a higher PT than she does.

So, I have a question regarding mare papering. Please feel free to laugh, it's OK. How does the color ranking go? I get that the color signifies how well of a breeder she is ;red, blue, yellow, etc. But I don't know the order . Please help? :-?

Golden Tokens have been renamed Diamond Tokens to prevent mixing them up with GMTs. Double boosted over cap horses are now designated as ****Star or ****Gold, again to prevent further member confusion issues I have been seeing.
