RideOut, the backgrounds and tack packs don't transfer unless the new owner has the same tack packs. The tack and background image may stay the same for a while but if the horses picture is ever re-rolled or refreshed, it will default back to the standard image.

Also, tack packs cannot be purchased for another player. If you intend to 'gift' a tack pack to another person you will have to send them enough HBs to buy the tack pack outright.

So, you can't really guarantee that a background, or tack pack, will go with a sold horse.
