Is breeding two frame horses together always lethal.

I am just wondering. I always try to avoid it but I bred to frames by mistake and got this guy.

It has a 1/4 chance of being lethal. Two copies of Olw will kill a foal

Breeding 2 hom frame horses will always be 100% lethal - breeding 2 het frame horses will be 25% lethal, breeding one het and one hom will be 50% lethal.
