All they need is some driving harness. The therapeutic riding program I volunteer with uses minis for driving. They do a great job, and can pull several hundred pounds in a cart.
We also have a student whom we have never been able to get on a horse. When she first started coming, she'd pat the saddle on a pony, then pat her own seat, but when we got her up the ramp and the pony in position for mounting, she'd run to the bottom of the ramp, every time. Finally we gave her a shortened lead rope fastened to the halter on one of our minis, with a second, regular lead rope fastened on the other side for a volunteer to use. Now the student and the mini and a volunteer go out into the ring together and walk through the various patterns set up for the day. The student gets 20 to 40 minutes of good exercise and the mini earns its feed. :DDe gustibus non disputandum. "There's no arguing about tastes."
