People incorrectly use it to mean uneven breeding and it should not be used for that. To bootstrap something means to rapidly start it up. If you take a very high level stallion and breed him to generic low level mares he will produce daughters better than the mares. Breed those daughters back to another very high-level stallion and keep those daughters, rinse and repeat until you get high-level mares to use. You can get mares of top quality in 3 generations it would take you 8 generations to get normally.

Bootstrapping is a method to get cap-quality horses as quickly as possible. It does not mean uneven breeding even though many people, not understanding how it works use it to mean that.
