Fantasy horse is up for public brood?

i know that you can put up chinchilla and mushroom horses for public sale or breeding.. but i didnt know you could do it with any of the axiom genes? (horse is not mine)
i am not in any buddy chats or anything, and i specifically looked for like minded horses up for brood- is this a new feature, or is it a bug?
here is the horse in question:

The game won't let you breed to him if you don't have the license. (I just tried it and it gave me the message)

Gene Guide Update!
The sunshine gene, previously known only from one line of Standardbreds has been discovered in a TWH. The gene guide has been updated with this new information. Sunshine may be much wider spread than originally thought.1/27/2026 3:58 AM EST
New Genetics Guide!
Our brand new gene guide can be found in the "Resources" section of the navigation, or by clicking underlined genes on the gene testing results. Right now only scientifically documented genes have been added but I look forward to adding all our other genes very soon.1/15/2026 11:30 AM EST
