Buying A Watercolor Horse?

Can I buy a watercolor horse from someone or do I have to own the Watercolor stuff?
How does breeding watercolor horses work? Can you breed a colored stallion to a non- colored mare and get a colored baby? -
When a gene is being sold via real money, you usually need to buy it yourself or have it gifted to you to get it.
The information we are given states that it works when heterozygous, so think of it like gray. If a horse has one copy of the gray gene, it will always be gray. If you have a het (one copy of the gene) water coloured horse and breed it to a normal one, you will have half a chance of the foal getting the water coloured gene.
