The Reroll Portrait button is on your horse's Control page. It will randomly reroll the color and pattern of your horse within its existing genetics.

I assume you're actually talking about the refresh button next to your horse's name on their mane page. It simply refreshes the image and will add any tattoos or tack changes you've made since you last refreshed the image.

The button next to it with the flag on it is the show entry button. It shows up even if your horse has already been shown twice (but won't show up on the barn page if your horse has already been shown twice).
