I'm trying to organize my horses, and I came across a mare that is foundation and has a pt of 9.9. She doesn't have a perfect foundation tattoo, but she papers like one. Would she be considered one, or was I just lucky on a random create?

Any foundation can have a pt score of 9.9 :)

Check her records. If she was in Foundation Rescue at any time you know she's a PF if not there is no sure way of knowing. She could be a PF or could just be a normal horse who happened to paper like one.

PT doesn't correspond to breeding ability. Perfect foundations have PT score 9.9 and 100% breeding ability. Only way to know for sure if a horse is a PF is if it is an RS, has the PF tattoo or if it's bought from the foundation rescue.

A PT of 9.9 just means she is the best at showing a foundation can be. It doesn't mean she is a perfect breeder, but she could be a perfect breeder.

Did you purchase her from Foundation Rescue? If you're not sure you can look at her sales record to find out. I usually put PF in the names of all my perfect foundations because I got most of them from foundation rescue so they don't have the PF tattoo to help me identify them easily.

I created all of them. Going through everybody and I found a few more. Probably not PF, because no tattoo. Just high PT. Thanks everybody!

The lack of a tattoo isn't a definite sign that a horse isn't a Perfect Foundation. Most of the horses in the Foundation Rescue got there because they ended up in the auction and got identified by the programming. Their creators just didn't realize what they had, or those horses didn't match what they were looking for in other ways.

Yeah I found a dark bay foal I had thrown into auction in the foundation rescue. Had no idea she was good enough for that.

I buy back horses I created (especially HH mares) from the Foundation Rescue all the time!
