Why was this mare created levelled?

I created her about 1 hour ago and she was 'born' levelled off, anyone know why? I've created and bred horses with worse pt scores that are still training. She's passed all breeding advice so she is now purely a pasture brood mare.

I've got a .4 brood mare that gave me an awesome foal this year. She was leveled when I created her. She lives her life out in the pasture. Next year she will have full pasture bonus when she is bred.

Golden Tokens have been renamed Diamond Tokens to prevent mixing them up with GMTs. Double boosted over cap horses are now designated as ****Star or ****Gold, again to prevent further member confusion issues I have been seeing.
