The information on the first page of the IV manager gives you the price you will get when you sell a barn back to the game. The price on the IV Shopping page when you are checking out purchasing barns is the correct amount you need for buying one--5 hbs for a 15 stall barn.

Used barns (*G*) are worth less than new ones. Or, you don't recoup all you have invested in a barn completely when you sell it back to the game.
