You can buy the basic upgrade with IVs or your PayPal account. I think that as opposed to the Premium upgrade, which is a monthly subscription, you would have to re-up the purchase when it runs out. However, if you buy with IVs I think you get it for a calendar year (not a game year) and the other methods are clearly labeled with how long they last.

If you let your upgrade lapse, (accidentally or on purpose) you won't lose any horses. They will all just be crammed into your primary barn and if it's overcrowded, you won't be able to show until you sort that problem out either by selling horses or by buying new barns or by re-upping your upgrade.
